History of Ngeposari Sub-District

Ngeposari Sub-District was born as a result from merging three Sub-Districts altogether:

Ngeposari Sub-District with its chief, Sastro Sukismo. Consists of three hamlets: Jragum, Wediutah, and Gemulung.

Kangkung Sub-District with its chief, Purwo Diharjo. Consists of nine hamlets: Kangkung A, Kangkung B, Ngepos, Keblak, Kalangbangi Kulon, Kalangbangi Wetan, Kalangbangi Lor A, Kalangbangi Lor B, and Tunggaknongko.

Gunungsari Sub-District with its chief, R. Soebardjo. Consists of seven hamlets: Semuluh Kidul, Semuluh Lor, Mojo, Ngaglik, Gunungsari, Kranggan, and Munggur.

However, not all the sub-disctricts above successfully merged as one sub-disctrict. For example, Jragum Sub-District only partially merged into the Ngeposari Sub-Disctrict, while the rest became part of Candirejo and Semanu districts. In addition, there are also several hamlets in Gunungsari that merged with Sidorejo Sub-Districts in Ponjong District.

On the other hand, some parts of Jragum Hamlet were formerly part of the Kangkung B Hamlet. Therefore, up until now, there are two distinct traditions within the Jragum area, with one being held on Wednesday of Kliwon and the other one on Monday of Wage.

Here is the history list of Ngeposari’s Chiefs, from the oldest up to the newest.

- R. Sastro Soebardjo, Chief of Gunungsari (1942-1947)

Before becoming Lurah, he held the position of Secretary of Gunungsari. After the demise of the previous chief, R. Ronoatmodjo at the end of the Dutch colonial era, R. Sastrosubardjo replaced him as Chief of Gunungsari. He resigned in 1947. During that time, within the grand meeting, the merger of three Sub-Districts of Gunungsari, Kangkung, and Jragum, was officially inaugurated, with Poerwodihardjo taking the position as its first chief. He named the district "Ngepossari" with the spelling "NGEPOS-SARI", derived from the words Ngepos and Gunungsari.

- Poerwo Dihardjo, the first Chief of Ngeposari (1947-1962)

Poerwo Dihardjo was a Chief of Ngeposari from 1947 to 1962. The authentic proof comes from the pictures archive of Ngeposari Sub-District as depicted below:

- Sastro Sukismo, Chief of Jragum

He resigned as a Chief when his sub-district was merged in 1947.

- Sastro Wasono, Chief of Kangkung

Even without any formidable findings, Sastro Wasono was known as the last Chief of Kangkung Sub-District. Throughout the story passed down throughout the generations, he earned the title “Pak Dewan” since he was the chairman of the Sub-District Council. Sastro Wasono resigned in 1947 when his sub-district was merged.

- Soeharno, as Substitute Chief

Soeharno became a substitute chief in 1962 as his predecessor, Poerwo Dihardjo resigned from his position in 1962. The political tragedy in 1965 had caused all village officers to be removed from their positions, except for three people: The head of the Religious Section, and two Hamlet Chiefs. Soeharno acted as Chief of Ngeposari from 1962 to 1965. The authentic proof comes from the pictures archive of Ngeposari Sub-District as depicted below

- Purwo Sudjojo, Caretaker Chief (1967-1968)

Poerwo Soedjojo was an active member of TNI (Indonesian Military Force) stationed at Kodim (District Military Command) Wonosari. He lived in Semanu and was appointed as a caretaker chief in 1967 by the three Semanu district leaders: Camat (District Chief), Kapolres (Head of Resort Police Officers), and Danramil (Commander of Army Administrative Unit), along with the DPRKGR (Regency’s House of Representative) Ngeposari led by R. Soetijo MS and his vice-chairman, F.A Sugiya.

- Surahno Somadarsana, Substitute Chief 1967-1973, Chief 1973-1996

Surahno Somadarsono, previously Head of Social Affairs Caretaker, was appointed as Substitute Chief in 1968 because Poerwo Soedjojo got a duty call to respond at Kodim (District Military Command). Surahno Somadarsono became Lurah in 1973 through the first direct election in Ngeposari.

Sugiyarto, [A.Md](http://a.md/) held the position of chief from 1996 to 2014. The authentic proof comes from the pictures archive of Ngeposari Sub-District and the official report of the LMD (Sub-district Council)

- Ciptadi

After the previous chief handed in his resignation, [A.Md](http://a.md/), Ciptadi, as the sub-district secretary at that time, was immediately appointed as the substitute chief from 2014-2015. Then in the 2015 Chief Election, Ciptadi was officially elected for the 2015-2021 period.

Pieces of evidence that can be found within Ciptadi's time as a chief:

 

- 60 plots of land certification of Ngeposari Sub-District in 2016.

- 2.388 plots of land certification of Ngeposari Sub-District in 2016

- Held a sub-district competition evaluation; First Place at the regency level and second place at the provincial level in 2017.

- Third place in the Gunungkidul Archive Competition in 2017.

- Successfully implemented good governance in aspects of planning to evaluation.

- The construction of the sub-district market and stalls from 2018 to 2021.

- Drafting the master plan for the Jlamprong Eco-Tourism Area.

- Asphalt paving the Environmental Road in Ngeposari Sub-District.

- Development of the Farming Business Road.

- First place in the Gunungkidul Cultural Village Potential Competition in 2021.

 

The Village / Sub-Dis Institutions from 1965 to 2022 (as of April)

 In 1965, the Sub-District Representative Council was established to represent the people within the third-level region. The institution was called the Regency’s House of Representative, (DPRKGR) Ngeposari. Its members came from the Nationalist, Religious, and Communist parties (Nasakom). The chairman and vice-chairman at that time were R. Soetijo MS and F.A. Sugiya from the PPJ and Catholic parties.

As a result of the G30S/PKI in 1965, the DPRKGR was cleansed of PKI (Indonesian Communist Party) elements, leaving only nationalist and religious elements. In the process, the DPRKGR started losing its functions until its presence was revoked by the government as they formed the LSD (Sub-District Social Institution). Throughout time, LSD changed its name to LKMD (Sub-District Community Empowerment Institution) and eventually became LPMD (Sub-District Community Empowerment Institution).

According to the calculation, DPRKGR Ngeposari ended at the end of 1971. Since then, such an institution is nowhere to be found again within the sub-district area, including Ngeposari. Its function has been replaced by the increasing number of community institutions.

In 2003, the government established the BPD (Sub-District Representative House) which is similar in function to DPRKGR. Having supervision, legislation, and budgeting functions as well as the right to reject the government's proposals. However, within the following periods, the right to reject was then revoked to set a common ground on the deliberation in which it originally served. Nowadays, the BPD (Village is called Bamuskal (Sub-district Parley Council)

Despite having BPD for nearly two periods, Ngeposari Sub-District government had not yet functioned properly. Only in 2016-during the period of BPD Period III, when Ciptadi became a chief after retiring from his old position as the sub-district secretary-Ngeposari Sub-District government began to change. Better RPJMDes, RKPDes, and APBDes as the results of a long process of discussion involving the role of BPD in carrying out all its duties and functions, rights, obligations, and authority as a crucial part of government. 2016 was a historical year for Ngeposari as it was finally able to implement good governance based on law, transparency, honesty, cleanliness, nationalism, and authority.
